Vacancy announcement FOR ecotourism and management specialisy   

 

Project Overview

1. The Asian Development Bank (ADB) has approved $38 million in loans to develop ecotourism in Khuvsgul Lake National Park and Onon-Balj National Park to serve as models for economically inclusive development and conservation in Mongolia. The project will help transform two national parks in Khuvsgul and Khentii aimags (provinces) as models for economically inclusive tourism and conservation in the protected area network, by improving park infrastructure, sanitation, and capacity to manage tourism growth sustainably. The designs emphasize tourism benefits for communities, protection of natural capital, and climate-resilient facilities; and scale up from previous grant projects in each park.

2. The Ministry of Environment and Climate Change is the Executing Agency of the project. The EA now invites qualified candidates to apply for the Ecotourism and management specialist as an Individual Consultant for one year with a possible extension (national, PIU-based). Under the supervision of the State Secretary of MECC and the management team of the Project Implementation Unit (PIU), the Consultant will ensure the effective implementation of the project contracts, provide support in coordinating tourism-infrastructure management, and work closely with EA, public and private sector stakeholders, ADB, and PIU.        

 

Qualifications and Experience 

The Consultant will be:

(i)    a graduate degree in sustainable tourism, business administration, public administration, social and global enterprise or relevant technical aspect of the project;

(ii)   at least 5 years of experience in the tourism industry, international project and program implementing entities, social and development organizations, preferably, tourism-infrastructure facilities including building and waste management facilities, as well as coordinating post-hand-over/completion monitoring, data collection and reporting;

(iii)  extensive field operations experience, including working with soum governments, protected area authorities, and local communities;

(iv)  excellent communication, coordination, and consultation skills, and the ability to lead complex discussions with a range of stakeholders with different views, resulting in group consensus;

(v)   good command of written and spoken English; and

(vi)  preferably, experience with donor-funded projects.

            Specific duties and responsibilities

 

(i)    Oversee, coordinate, and facilitate the implementation of the project-funded facilities’ operation management, business development plan and asset management and registration in compliance with relevant laws and regulations;

(ii)   Preparation of project completion report, beneficiaries’ data collection of ecotourism planning and capacity building trainings sessions organized at KLNP and OBNP;

(iii)  Establish positive and effective working relationships with stakeholders to ensure the tourism-infrastructure related components are prepared efficiently and with stakeholder support. Especially, work closely with the KLNP and OBNP administration and local government agencies regarding operation management plan and operation & maintenance manual.

(iv)  Facilitate, coordinate, and review the draft user entity management plan and manuals prepared by the ecotourism planning, civil work contractors, assist in finalization and government/EA endorsement of the draft documents, and, the implementation of the manuals and program. Once established, closely monitor and support the implementation of the manuals, management plan and program for the

(v)   Facilitate, coordinate, and review the work of the ecotourism planning firm to help develop market branding for tourism goods and services for the KLNP and OBNP.

(vi)  Develop lessons learned and policy recommendations for the effective and continued implementation of the tourism-infrastructure subcomponents, especially the roles of the KLNP and OBNP administration; visitor facilities and information
