High-Level Multistakeholder Dialogue on Climate Change, Biodiversity, and Desertification Held Ahead of Upcoming COPs

The President's Office and the Ministry of Environment and Climate Change co-hosted a high-level multistakeholder dialogue to mobilize action on climate change, biodiversity, and desertification ahead of the upcoming Conferences of the Parties (COPs). This important gathering brought together representatives from ministries, agencies, research institutions, the private sector, youth groups, NGOs, and bilateral and multilateral organizations.

In his opening remarks, President U. Khurelsukh emphasized the critical need for effective and collaborative action to safeguard the planet, highlighting the importance of protecting the land that sustains life. Minister of Environment and Climate Change, Mrs. S.Odontuya, outlined the ministry’s priorities, calling for regulatory, institutional, and policy reforms to advance Mongolia’s transition toward a green economy. She stressed the need to mobilize financial resources, foster public-private partnerships, and enhance intergovernmental cooperation.

Minister Odontuya encouraged all stakeholders to demonstrate environmental leadership through transformative decisions and actions. She expressed pride in Mongolia’s unique opportunity to host the 2026 COP of the United Nations Convention to Combat Desertification (UNCCD), reflecting the Mongolian people's deep connection with nature.

Participants engaged in discussions on the interconnections between environmental policy and sectors such as energy, agriculture, social services, water, forestry, urban planning, and children’s welfare. They addressed key sector-specific challenges and opportunities, agreeing on the need for integrated solutions.

Key recommendations included, scaling up climate finance, strengthening legal frameworks, building human resource capacity, enhancing cross-sectoral collaboration and coordination.

The Ministry of Environment and Climate Change reiterated its commitment to initiating governance and regulatory reforms, including drafting a climate change law and carbon policy, and leading the National Climate Committee's operations, ensuring that environmental goals are seamlessly integrated into national development strategies and business practices.

This dialogue marked a significant step in aligning national efforts with global climate and biodiversity goals, reinforcing Mongolia’s readiness to engage meaningfully at the upcoming COPs.
