General Information

 

The Paris Agreement, which builds upon and enhances the United Nations Framework Convention on Climate Change, was adopted at the 21st Conference of the Parties (COP21) held in Paris in 2015. As of 2022, 195 Parties have joined the Paris Agreement. Under the Paris Agreement, Parties committed to substantially reduce global greenhouse gas emissions in order to limit the increase in global average temperature to well below +2℃ above pre-industrial levels, and pursue efforts to limit the increase to +1.5℃.

 

            In order to achieve the goals of the Paris Agreement, countries are required to develop and implement Nationally Determined Contribution (NDC), which outline the actions they will take to reduce greenhouse gas emissions and build resilience to adapt to the climate change.

 

In order to fulfill the requirements, set forth in Article 13 of the Paris Agreement, the Global Environment Facility (GEF) established the Capacity-Building Initiative for Transparency (CBIT) to support the development and enhancement of technical and institutional capacities in developing countries.

 

Within the framework of CBIT, the Ministry of the Environment and Tourism of Mongolia, with the support of the Global Environment Facility (GEF), implemented the project “Strengthening Capacity in the Agricultural, Forest and Land-Use Sectors for Enhanced Transparency in implementation and Monitoring of Mongolia’s Nationally Determined Contribution (NDC)” in collaboration with Food and Agriculture Organization of the United Nations (FAO), during the period 2019-2022.

 

The second phase of the project, “Enhancing Climate Change Transparency in Mongolia (CBIT-2),” is set to be implemented from 2024 to 2027. The project aims to support the implementation and enhancement of Mongolia’s NDC by strengthening the national systems required to fulfil the reporting requirements under the Enhanced Transparency Framework. The project is being jointly implemented by FAO and IRIMHE, with distinct responsibilities: FAO being responsible for overseeing the project's activities, implementation, and outcomes through the provision of technical guidance, while IRIMHE is tasked with ensuring the effective execution of day-to-day operations.

 

Terms of Reference

 

·         Review past experience with national reporting to the UNFCCC including the most recent BTR preparation process;

·         Utilize applied tools to identify capacity needs and gaps such as the FAO Enhanced Transparency Framework Capacity Assessment Tool (ETFCAT);

·         Lead the development and strengthening of institutional arrangements for the national MVR system under Component 1 of the project, which focuses on enhancing integrated institutional capacity and establishing a data management system to coordinate national ETF reporting, as well as the review and update of the NDC related policies including LT-LEDS. This includes ensuring coordination across all sectors (i.e. energy, agriculture, LULUCF, waste, IPPU) and alignment with existing initiatives, including the EA project supporting the preparation of the BTR;

·         Ensure coordination with the project team and thematic experts as the lead for overall project implementation;

·         Ensure the technical quality of all MRV and M&E (i.e. adaptation) activities under Component 2 of the project, aimed at strengthening technical capacity to support the regular preparation of the BTR and engagement in ETF review processes, including the Global Stocktake. This includes overseeing activities related to the GHG inventory, data management, QA/QC procedures, projections, and reporting, through the effective institutionalization of roles, responsibilities, and collaboration mechanisms among national institutions;

·         Design and conduct workshops and capacity building activities based on the results of Component 1 with a focus on strengthening institutional arrangements and reinforcing stakeholder coordination for sustainable MRV system operation;

·         Coordinate the work of the Technical Working Group to implement project activities ensuring technical quality and stakeholder engagement;

·         Identify procurement needs under Component 1;

·         Prepare knowledge products relevant to project activities, including but not limited to institutional frameworks, data sharing protocols, technical guidance materials, and a roadmap for sustaining MRV functions beyond the project duration, in compliance with the requirements and indicators outlined in the project results framework;

·         Provide support in preparing biannual Project Progress Reports and Annual Workplans and Budgets (AWPB), and GEF annual Project Implementation Review reports (PIR), ensuring compliance with FAO-GEF reporting standards and submission deadlines;

  • Facilitate and support/participate in regular FAO project supervision/oversight missions as well as the Mid-Term Review and Final Evaluation of the project in close cooperation with PMU;

  • Perform any other tasks as required.

 

Job Requirements

·         Bachelor’s degree or higher in Public Administration, Environmental Studies, Law, International Relations, or a related field;

·         A minimum of 3 years of professional experience in the field is required. Experience in international projects and programs implemented in cooperation with the Government of Mongolia will be considered an advantage;

  • Proficiency in English is required;

  • Strong knowledge of environmental and climate change issues. Familiarity with relevant national laws, regulations, and procedures, as well as international agreements, and both global and national climate-related policies and frameworks;

·         Strong computer literacy, including proficiency in internet use and internal networks;

·         Ability to work in a team, coordinate tasks collaboratively, and make sound decisions under time pressure;

·         Competence in preparing official documents (including use of appropriate terminology, abbreviations, and formatting), document management and archiving, and maintaining professional communication and collaboration;

·         Strong skills in planning, organization, and high-performance task execution;

·         Willingness and ability to work both in teams and in rural/remote areas, and to handle demanding workloads when necessary.
