Position: National Data & Information Management System Digital Specialist
Project title: “Enhancing climate change transparency in Mongolia”, GCP/MON/11377/GFF
Duration: 18 months
General Information
The Paris Agreement, which builds upon and enhances the United Nations Framework Convention on Climate Change, was adopted at the 21st Conference of the Parties (COP21) held in Paris in 2015. As of 2022, 195 Parties have joined the Paris Agreement. Under the Paris Agreement, Parties committed to substantially reduce global greenhouse gas emissions in order to limit the increase in global average temperature to well below +2℃ above pre-industrial levels, and pursue efforts to limit the increase to +1.5℃.
In order to achieve the goals of the Paris Agreement, countries are required to develop and implement Nationally Determined Contribution (NDC), which outline the actions they will take to reduce greenhouse gas emissions and build resilience to adapt to the climate change.
In order to fulfill the requirements, set forth in Article 13 of the Paris Agreement, the Global Environment Facility (GEF) established the Capacity-Building Initiative for Transparency (CBIT) to support the development and enhancement of technical and institutional capacities in developing countries.
Within the framework of CBIT, the Ministry of the Environment and Tourism of Mongolia, with the support of the Global Environment Facility (GEF), implemented the project “Strengthening Capacity in the Agricultural, Forest and Land-Use Sectors for Enhanced Transparency in implementation and Monitoring of Mongolia’s Nationally Determined Contribution (NDC)” in collaboration with Food and Agriculture Organization of the United Nations (FAO), during the period 2019-2022.
The second phase of the project, “Enhancing Climate Change Transparency in Mongolia (CBIT-2),” is set to be implemented from 2024 to 2027. The project aims to support the implementation and enhancement of Mongolia’s NDC by strengthening the national systems required to fulfil the reporting requirements under the Enhanced Transparency Framework. The project is being jointly implemented by FAO and IRIMHE, with distinct responsibilities: FAO being responsible for overseeing the project's activities, implementation, and outcomes through the provision of technical guidance, while IRIMHE is tasked with ensuring the effective execution of day-to-day operations.
Terms of Reference
· Ensure the technical quality of data management activities for Components 1 and 2, including the development and operationalization of an integrated data management system, institutional coordination mechanisms for ETF reporting, updating and tracking of the NDC and LT-LEDS, capacity building for relevant institutions, establishment of data protocols and templates, and the technical review and compilation of data for the BTR and participation in the ETF review processes such as the Global Stocktake;
· Lead the training on data management for NDC tracking and ETF reporting within the NDC prioritized sectors;
· Coordinate the development project information management systems and integration with existing systems, including the adoption of the Power BI system previously launched by RAP. Lead the procurement of any necessary hardware, server, and software, in collaboration with the Admin Finance Officer;
· Collaborate with PMU staff to develop knowledge materials on information systems developed and guidelines including data preparation and quality control;
· Provide support in preparing biannual Project Progress Reports and Annual Workplans and Budgets (AWPB), and GEF annual Project Implementation Review reports (PIR), ensuring compliance with FAO-GEF reporting standards and submission deadlines;
· Facilitate and support/participate in regular FAO project supervision/oversight missions as well as the Mid-Term Review and Final Evaluation of the project in close cooperation with PMU;
· Perform any other task as required;
Job Requirements
· Bachelor’s degree or higher in Information Technology, Environmental or Climate Data Systems, or Systems Engineering;
· A minimum of 1 year of professional experience in the field is required. Experience in international donors’ projects and programs implemented in cooperation with the Government of Mongolia will be considered an advantage;
Proficiency in English is required;
Strong knowledge of environmental and climate change issues, Geographic Information Systems (GIS), and transparency frameworks and reporting systems.;
· Strong computer literacy, including proficiency in internet use and internal networks;
· Ability to work in a team, coordinate tasks collaboratively, and make sound decisions under time pressure;
· Competence in preparing official documents (including use of appropriate terminology, abbreviations, and formatting), document management and archiving, and maintaining professional communication and collaboration;
· Strong skills in planning, organization, and high-performance task execution;
· Willingness and ability to work both in teams and in rural/remote areas, and to handle demanding workloads when necessary.
