VACANCY ANNOUNCEMENT

The objective of the ‘’Improving Adaptive Capacity and Risk Management of Rural Communities in Mongolia’’ project is to strengthen resource-dependent rural population and their climate resilience through feasible adaptation measures for maintaining ecosystem services. The project plans to achieve its goal by conjoining the main activities: a) enhanced climate-informed planning for land and water use localized to the aimag level, b) ecosystem-based adaptation measures to protect land and water resources c) building herder capacity to pursue climate-resilient livelihoods. The primary outputs are as follows:

  • Integrate climate information into land and water use planning at the national and sub-national levels

  • Scaling up climate-resilient water and soil management practices for enhanced small-scale herder resource management

  • Build herder capacity to access markets for sustainably sourced, climate-resilient livestock products.

The project is funded by the Green Climate Fund (GCF) and implemented by UNDP. The implementing partners of the project are the Ministry of Environment and Climate Change and the Ministry of Food, Agriculture and Light Industry. The project started in 2021 and run until the end of 2027. The target areas are focused on four aimags Zavkhan, Khovd, Dornod, and Sukhbaatar, which are vulnerable to climate change and cover a range of ecological zones. The project is expected to benefit an estimated 800.000 people (approximately 130.000 direct and 800.000 indirect beneficiaries), of whom 50% are women.

The MECC is looking for successful candidates for the following position:

Position:                             Communication and Training officer

DUTIES AND RESPONSIBILITIES

Organizational setting

Under the overall guidance and direct supervision of the National Project Coordinator, the Communication and Training Officer will have the responsibility for overseeing and implementing the communication strategy of the project and all the training workshops to be conducted throughout the project implementation across all project components. The Communication and Training Officer will work closely with the Knowledge Management Officer as well as Technical Specialists of the project.

DUTIES AND RESPONSIBILITIES

Scope of Work

  • Develop and implement a communication strategy and stakeholders engagement plan for the project with UNDP CO, MECC, MOFALI communication channels:

    • Lead the processes for developing the project communication strategy;

    • Develop a stakeholders engagement plan for the project with the collaboration of the project team and update the plan regularly;

    • Facilitate the design and maintenance of the project website/webpages and ensure it is up-to-date and dynamic

    • Conduct learning and sharing of knowledge and experiences relevant to the project;

    • Implement capacity-building activities and good practices and lessons learned related to the project activities.

  • Develop an annual capacity building and training plan of the project with the collaboration of the project team and relevant stakeholders:

    • Lead the processes for training needs assessment of all project components and their implementation;

    • Develop annual capacity building and training plan with collaboration of the project team and relevant stakeholders;

    • Develop innovative training methods and methodology to the project training activities;

    • Develop and design training programs, learning and guidance material for each training of all project components;

    • Prepare feedback questionnaires, reports and statistics related to the project training-activities, and assist in  monitoring and evaluation;

    • Ensure all training needs assessments, plans and activities are conducted in full consultation of relevant administration of targeted groups;

    • Manage contracts and work assignments of external consultants recruited to support the project  training-related activities;

    • Establish and manage partnerships regarding the training plan of the project;

    • Assist, provide information and regular update to Project coordinator and PMU regarding trainings planned under the project;

    • Develop ToRs for external and specialized trainings and prepare its procurement documents.

  • Support and organize trainings planned throughout the project planning and implementation:

    • Conduct training needs and assessments under planned project activities;

    • Provide capacity-building support to partner agencies on compliance with UNDP and national rules and regulations, by undertaking information sessions and trainings;

    • Support to organize external and specialized trainings planned under project activities;

    • Organise widespread, national, sub-national level trainings of the project.

Recruitment Qualifications

Education:

Advanced university degree (Master’s degree of equivalent) in environmental sciences/natural resources management, environmental management, policy development, communication or relevant discipline

  Experience:

A minimum six (6) years of extensive working experience in a subject related to natural resource management, sustainable livelihood, or environmental sciences; in developing and implementing communications and knowledge management strategies for organizations or projects;
At least three (3) years of experience working with national or provincial institutions that are concerned with communication and training management; Previous experience with UN projects will be a definite asset;

Proven experience on developing training materials, procedures, guidelines, manuals and templates for reporting and verification practices;  Previous experience for developing and implementing a communication strategy and stakeholders engagement plans;
Communication skills in collating, analyzing and writing up results for reporting purposes;
Strong professional working capacity to use the information and communications technology, specifically including website design and desktop publishing software;
Very good inter-personal skills;

Language Requirements:

Excellent language skills in English and Mongolian, both writing, speaking and reading.

ICT skills requirements:

Proficiency in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and database packages.
