Background:

The Paris Agreement, which builds upon and enhances the United Nations Framework Convention on Climate Change, was adopted at the 21st Conference of the Parties (COP21) held in Paris in 2015. As of 2022, 195 Parties have joined the Paris Agreement. Under the Paris Agreement, Parties committed to substantially reduce global greenhouse gas emissions in order to limit the increase in global average temperature to well below +2℃ above pre-industrial levels, and pursue efforts to limit the increase to +1.5℃.

Under Article 13 of the Agreement, the Global Environment Facility (GEF) established the Capacity-Building Initiative for Transparency (CBIT) to support countries in developing technical and institutional capacities for climate transparency.

Capacity-Building Initiative for Transparency CBIT-2 (2024–2027) in Mongolia, implemented by FAO and MECC, aims to strengthen the national systems for enhanced reporting under the Enhanced Transparency Framework (ETF).

Project unit is looking for successful candidates for the following positions:

 

1.     National GHG Inventory and MRV Expert

Project Title: Capacity-Building Initiative for Transparency (CBIT-2), GCP/MON/11377/GFF

Duration: 20 months

Duty Station: Ulaanbaatar, Mongolia

Application Deadline: 12:30, December 8, 2025

Tasks:

1)    Lead the implementation of all activities listed under Component 2 of the project and provide necessary support for Component 1;

2)    Ensure coordination with ongoing enabling activities related to BTR/NC preparation to strengthen capacity building efforts supporting BTR preparation;

3)    Ensure all project activities comply with the Operational Partners Agreement, including obtaining required operational and technical clearances from the Budget Holder and Lead Technical Officer (LTO);

4)    Develop high-quality training materials aligned with the work plan on GHG inventory and reporting tables, QA/QC processes, sectoral Emission factor methodologies, GHG projections, and other topics to ensure full ETF compliance;

5)    Lead collection, analysis, and reporting of adaptation-related information under ETF requirements, support methodologies, indicators and institutional arrangements for tracking adaptation actions under the NDC;

6)    Supervise refinement and implementation of monitoring and reporting framework for NDC priority mitigation and adaptation policies and measures;

7)    Assess data gaps, methodological needs and institutional capacities for developing or improving sectoral emission factors in coordination with national stakeholders;

8)    Develop and operationalize a mechanism to report and track support (financial, technical and capacity building) for NDC actions, ensuring timely ETF-compliant reports;

9)    Provide support in preparing biannual Project Progress Reports and Annual Workplans and Budgets (AWPB), and GEF Project Implementation Review (PIR) reports;

10)  Facilitate and participate in FAO supervision/oversight missions and the Mid-Term Review and Final Evaluation in close cooperation with the PMU;

11)  Conduct training and workshops on reporting and data collection methodologies, guidelines and protocols including QA/QC processes;

12)  Prepare and publish knowledge products on ETF requirements and procedures in Mongolian to raise stakeholder awareness;

13)  Perform any other tasks as required;

Profile required:

·         Bachelor’s or higher degree in Environmental Science, Climate Change, Climate and Environmental engineering, Statistics, Mathematics, Computer Science, Data analysis, GHG inventory, or a related field;

·         A minimum of 3-5 years of professional experience in GHG inventory development, MRV systems, climate change mitigation or adaptation monitoring, or data analysis. Experience in international projects and programs implemented in cooperation with the Government of Mongolia will be considered an advantage;

·         Excellent written and spoken English, strong Mongolian drafting skills for technical and official reports.;

·         Demonstrated expertise in climate change, greenhouse gas inventory methodologies;

·         Strong computer literacy, including proficiency in internet use and internal networks;

·         Ability to work in a team, coordinate tasks collaboratively and make sound decisions under time pressure;

·         Competence in preparing official documents (using proper terminology, abbreviations and formatting, document management and archiving, and maintaining professional communication;

·         Strong skills in planning, organization and high-performance execution;

·         Willingness and ability to working teams and in rural/remote areas, and to handle demanding workloads when necessary.
