Vacancy announcement – road construction engineer
Project Overview:
The Asian Development Bank (ADB) has approved $38 million in loans to develop ecotourism in Khuvsgul Lake National Park and Onon-Balj National Park to serve as models for economically inclusive development and conservation in Mongolia. The project will help transform two national parks in Khuvsgul and Khentii aimags (provinces) as models for economically inclusive tourism and conservation in the protected area network, by improving park infrastructure, sanitation, and capacity to manage tourism growth sustainably. The designs emphasize tourism benefits for communities, protection of natural capital, and climate-resilient facilities; and scale up from previous grant projects in each park.
The Ministry of Environment and Climate Change (MECC) is the Executing Agency (EA) of the project. The EA now invites the qualified candidates to apply for the road construction engineer position as an Individual Consultant. Under the supervision of the State Secretary of MECC, and the management team of the Project Implementation Unit (PIU), the Road engineer will ensure the effective implementation of the road construction and work closely with the EA, public and private sector stakeholders, ADB, and PIU.
PROJECT IMPLEMENTATION UNIT VACANCIES FOR FOLLOWING CONSULTANT POSITIONS:
1. Road construction engineer (Consulting services):
(national, 12 person-months, Project Implementation Unit (PIU) based with frequent field travel intermittent basis).
Qualifications and Experience
The consultant will have:
(i) postgraduate civil engineering degree;
(ii) national certification and/or membership as a practicing engineer;
(iii) at least 5 years of experience as a senior or principal project engineer on projects of similar scale and complexity.
(iv) leadership and project management skills
(v) demonstrated capacity to work collegially and creatively within a team and with partners
(vi) knowledge and experience of professional computer programs preferred
(vii) good command of spoken and written English. ADB-funded
(viii) previous ADB funded project experience will be an advantage
(ix) high professional and personal integrity.
Specific duties and responsibilities
The Road Construction Engineer will be responsible for the regular control over the progress and quality of works and obligations performed by the Contractors, Consultants and Subcontractors, supervision of the quantities of executed works, agreement and approval of executed works in Interim and Final Certificates. In particular, the tasks of the Road Engineer will include, but not limited to:
preparation of materials for review and agreement of changes to the design appearing during construction, prompt settlement of replacement matters and, if needed, replacement of materials, structures, facilitation of remedial measures to the cause of delays and derogation of construction works as well as overall prevention of such a cause;
timely preparation of relevant documents for Government Authorities and other agencies for allocating land for borrow pits, amendment of design and construction decisions, etc. within the competence of PIU;
ensure the implementation of road safety measures and coordinate with traffic police and other concerned authorities, and introduction of relevant changes if needed;
keeping necessary records on executed works during the construction project phases;
supervision of technical acceptance of completed construction and assembly works, execution of necessary technical documentation and facilitation of preparing required reporting data on fulfillment of contractual obligations by the Engineer and Contractor;
assist ADB in review missions, project completion mission, or any other special administration missions;
render assistance to PIU procurement specialist in preparation and elaboration of documents in technical and engineering part; and
Preparation and submit of Monthly, Quarterly and Annual narrative reports related to project implementation to the PIU, MoF, ADB, and MECC;
Coordinate with PIU, MECC and ADB officials in the relevant field;
Support PIU internal operations;
Perform the duties and obligations within the approved timeframe and report its implementation.
Perform other duties assigned by Khuvsgul and Khentii subprojects’ Managers and the Project Coordinator.
