TOR Khuvsgul liaison officer

Project overview:

The Asian Development Bank (ADB) has approved $38 million in loans to develop ecotourism in Khuvsgul Lake National Park and Onon-Balj National Park to serve as models for economically inclusive development and conservation in Mongolia. The project will help transform two national parks in Khuvsgul and Khentii aimags (provinces) as models for economically inclusive tourism and conservation in the protected area network, by improving park infrastructure, sanitation, and capacity to manage tourism growth sustainably. The designs emphasize tourism benefits for communities, protection of natural capital, and climate-resilient facilities; and scale up from previous grant projects in each park.

The Ministry of Environment and Climate Change is the Executing Agency of the project. The EA now invites qualified candidates to apply for the Khuvsgul liaison officer position. The specialist shall be full-time staff of the Project implementation unit based in Khuvsgul, with a service duration of 12 months which will be extended upon necessity and performance. Under the supervision of the project coordinator, the staff will work closely with the other PIU staff and KLNP Administrations, soum governments, and other relevant stakeholders, to ensure the effective implementation of the project in Khuvsgul province. (national, PIU-based with frequent field travel).

 

The staff will have:

 

1.    Bachelor’s degree or above in relevant field

2.    Demonstrated capacity to plan, coordinate, and facilitate stakeholder meetings and discussions including with aimag and soum government agencies, communities, CSOs, and tour operators.

3.    Strong working knowledge of the status of local livelihoods, herding, tourism, and waste management in Khuvsgul aimag and local stakeholders.

4.    Working relationships with soum government agencies and communities.

5.    Ideally, training qualifications in urban planning, geography, waste management, or other relevant topic

 

Specific duties will include:

1.    Facilitate and arrange the fieldwork of PIU team members in Khuvsgul province (Khatgal, Khankh soum) including preparations before their arrival such as community and other stakeholder meetings.

2.    Coordinate the project activities in Khuvsgul province (Khatgal, Khankh soum).

3.    Maintain close liaison with the Khuvsgul province (Khatgal, Khankh soum) government, KLNP administration, and communities and tour operators in Khuvsgul aimag (Khatgal, Khankh), for successful implementation of the project, and to ensure stakeholders remain well updated on project activities.

4.    Monitor and report on project progress in Khuvsgul province (Khatgal, Khankh soum)

5.    Prepare brief monthly progress reports to the PIU project coordinator.

6.    Travel to Khuvsgul province (Khatgal, Khankh) or other locations when required, to participate in project meetings.

7.    Support the PIU project coordinator and Khuvsgul sub-project manager in other tasks as required.
