The Ministry of Environment and Climate Change is seeking a qualified Procurement and Environmental & Social Management (ESM) Officer for the Biodiversity and Adaptation to Climate Change Project (BACCP). The project has been implemented since 2020 under the financial cooperation between the Government of Mongolia and the Federal Republic of Germany, through the KfW Development Bank. It aims to strengthen the sustainable management of selected Protected Areas (PAs) and larger connected areas (including buffer zones and eco-corridors), while also supporting sustainable and alternative livelihoods for local communities.

Scope of work:

The Procurement and ESM Officer will be responsible for implementing all procurement-related activities in accordance with the approved procurement plan and ensuring compliance with both national and donor regulations. In addition, the officer will support the implementation and monitoring of the project’s Environmental and Social Management Framework (ESMF).

Assure overall responsibility for implementing project procurement activities in accordance with the project implementation schedule, investment and financing and procurement plan for the project.

  • Implement procurement processes from planning to tendering, evaluation and contracting,

  • Ensure compliance with KfW Procurement Guidelines and the Law on Procurement of Goods, Works, and Services with State and Local Property of Mongolia,

  • Prepare and maintain accurate procurement documentation, including bidding documents, bid evaluations, contracts, and performance records,

  • Draft regular procurement reports for internal stakeholders and donor,

  • Manage procurement of all categories of works, goods, and services,

  • Support the implementation and monitoring of ESHS standards, including occupational health and labor safety practices,

  • Facilitate the application of the ESMF, including review of screening reports, mitigation measures, grievance redress mechanisms, and compliance monitoring.

  • Collaborate closely with project stakeholders, government authorities, donor organization and technical teams.

Qualifications and Experience

  • Bachelor’s or Master’s degree in Law, Public Administration, Economics, Nature resourse management, Biology, Conservation, or a related field,

  • At least 5 years of work experience,

  • Valid A3 procurement certificate,

  • Proven knowledge of Mongolian procurement laws and international donor procurement practices (e.g., KfW, World Bank, ADB).

  • Vocational training or certification in Environmental or Social Management Systems is an advantage,

  • Professional working proficiency in English (TOEFL or IELTS score is an advantage),

  • Experience in the development of GEIA, DEIA and ESMP document is an advantage,

  • Training or certification in Occupational Health and Safety (OHS) is an advantage.

  • Proficiency in MS Office applications (Word, Excel, PowerPoint),
