Monitoring and Evaluation Specialist
Project Overview:
1. The Asian Development Bank (ADB) has approved $38 million in loans to develop ecotourism in Khuvsgul Lake National Park and Onon-Balj National Park to serve as models for economically inclusive development and conservation in Mongolia. The project will help transform two national parks in Khuvsgul and Khentii aimags (provinces) as models for economically inclusive tourism and conservation in the protected area network, by improving park infrastructure, sanitation, and capacity to manage tourism growth sustainably. The designs emphasize tourism benefits for communities, protection of natural capital, and climate-resilient facilities; and scale up from previous grant projects in each park.
2. The Ministry of Environment and Climate Change is the Executing Agency of the project. The EA now invites the qualified candidates to apply for the Khentii sub-project manager/Monitoring and evaluation specialist position. The specialist shall be full-time staff of the Project implementation unit based in Ulaanbaatar, with a service duration 12 months and will be extended upon necessity and performance. Under the supervision of the project coordinator, the staff will work closely with the other PIU staff, OBNP Administrations, soum governments, and other relevant stakeholders, to ensure effective implementation of the Khentii sub-project and project monitoring and evaluation. (national, PIU-based with frequent field travel).
Qualifications and Experience:
The consultant will be:
(i) a graduate degree in business administration, public administration, economics, preferably engineering, and/or a related field;
(ii) at least 5 years of experience with donor funded projects/ADB with extensive field operations, and demonstrated project management knowledge for at least 5 years preferably at management level;
(iii) excellent facilitator of meetings and negotiations for a wide range of stakeholders, especially local governments, private sector, and communities; and
(iv) good command of spoken and well written English.
Specific duties and responsibilities will include:
(i) Oversee the overall implementation of all the works and consultancy services for Khentii sub-project including but not limited to the following works in Dadal soum, Khentii aimag:
CS25- Construction Supervision of Khentii Sub-project
W3-Construction of the landfill facilities in Dadal Soum
W5- Construction of road to CKTC and electric transmission line
W8-Design and Build of CKTC visitor center and WWTP inclusive of procurement of goods
CPP-Community participation contracts
CS27 – Google Arts, Cultural Heritage Platform
(ii) Manage the overall conduct of the project including general coordination, management and supervision day-to-day project implementation in Khentii sub-project.
(iii) Supervise engineers, individual consultants, consultant firms and contractors and ensure the quality of their deliverables
(iv) Maintain daily communications with consultants and contractors, prepare consolidated reports on monthly basis regarding work processes in Khentii sub-project
(v) Monitor project risks and address them to the Project Coordinator and the Ministry of Environment and Climate Change in order to prevent from any possible risks including social and environmental risks
(vi) Maintain regular communication and working relationships with Aimag governor, Dadal Soum governor and other stakeholder in Khentii aimag.
(vii) Managing the delivery of the projects outputs in Khentii sub-project
(viii) Cooperate internally with PIU
(ix) Perform other tasks assigned by the Project Coordinator
As Monitoring and Evaluation specialist
(i) Establish and maintain the project performance monitoring system, including monitoring schedule, for regular monitoring of project implementation.
(ii) Ensure that all PIU members and other relevant stakeholders (especially the implementing agencies) are aware of and understand the PPMS, project targets in the DMF and SGAP, and compliance requirements and procedures in the PAM and loan agreements.
(iii) Ensure that all PIU members and other relevant stakeholders (especially the implementing agencies) regularly provide updated information and progress toward the project targets and requirements.
(iv) As part of the PPMS, maintain a project-specific, gender-disaggregated database.
(v) At project inception, review and, if necessary, refine the DMF and SGAP target indicators, including collection and/or confirmation of baseline data as needed.
(vi) Screen all proposed activities to ensure compliance with the project EMP, SGAP, DMF, and PAM and assist the PIU team as necessary for compliance with these documents.
(vii) Assist the Project coordinator in preparing and updating the project implementation schedule.
(viii) Assist the PIU team in preparing proposals for training, workshops, and publications in line with the project implementation schedule.
(ix) Assist the PIU team in leading and/or facilitating participatory stakeholder meetings, including taking a leading role in sensitive or complex negotiations as needed.
(x) Oversee implementation of the SCS, including ensuring that all PIU team members are aware of the strategy and their roles to support effective implementation.
(xi) Assist the project coordinator in preparing project progress reports in a timely manner, including progress toward targets of the DMF and SGAP and compliance with the EMP, PAM, and loan assurances.
