Expansion of the Central Laboratory of Environmental Monitoring Project
EDCF Loan Agreement No.: MON-21
The Government of Mongolia has received a Loan from the Export-Import Bank of Korea from the resources of the Economic Development Cooperation Fund (EDCF) of the Republic of Korea in the amount of USD 14,823,000 toward the cost of the Expansion of the Central Laboratory of Environmental Monitoring Project and intends to apply a portion of the proceeds of this loan to payments under the contract for the Expansion of the Central Laboratory of Environmental Monitoring Project (MON-21).
The Project Executing Agency, the Ministry of Environment and Climate Change, Mongolia, now invites sealed bids from eligible bidders for the Expansion of the Central Laboratory of Environmental Monitoring Project based on the following information;

Bidding will be conducted through Competitive Bidding (CB) procedures, single-stage and two-envelope, specified in the Guideline for Procurement under EDCF Loans, and is open to all eligible bidders that meet the following minimum qualification criteria
1) The eligibility of the Bidder, and all parties constituting the Bidder, shall be nationals of the Republic of Korea or juridical person incorporated and registered therein.
2) All pending litigation of a bidder in amount shall not represent more than seventy percent (70%) of the bidder’s current net worth as resolved against the Bidder.
3) Net worth of a bidder for the last three (3) fiscal years shall be positive.
(a) Specific experience in Construction
1) Average annual construction turnover for the last three (3) fiscal years (2023, 2024, 2025) shall not be less than Thirteen Million US Dollars (US$ 13,000,000). If more than one company is forming the JVA, at least one of any partners must meet 40% of the requirement.
2) The Bidder shall demonstrate the availability of any financial resource not less than One Million Three Hundred Thousand US Dollars (US$ 1,300,000) to meet the overall cash flow requirements. If more than one company is forming the JVA, at least one of any partners must meet 40% of the requirement.
3) The Bidder shall have experience under construction contracts in the role of contractor for at least the last five (5) years from the date of issuance of the IFB.
4) The Bidder should have the construction projects successfully completed in the role of contractor at least one (1) general building (but not limited to education and research facilities) construction project in or outside its country of origin for the last ten (10) years from the date of issuance of the IFB, with a value of at least Six Million US Dollars (US $6,000,000). If more than one construction company is forming the JVA, at least one of any partners must meet the requirement.
*** Construction of General Building project means a project that involves constructing and/or remodeling of building of government authorities and/or private entities, which includes, as its scope of work, electric infrastructure, and /or fire extinguishing system, etc.
*** In the case of renovation works, they shall be recognized only where significant upgrading, replacement, or integration of the relevant equipment is carried out within the existing building, and simple construction, interior works, finishing works, or minor non-structural works shall be excluded.
(b) Specific experience in Environment equipment supply
(i) average annual turnover shall not be less than Eight Million US Dollars (US $8,000,000) for the last three (3) fiscal years (2023-2025). If more than one company is forming the JVA, at least one of any partners must meet 40% of the requirement.
(ii)The Bidder shall have successfully completed, as a contractor, at least one (1) single contract involving an Environmental or Scientific Measurement or Monitoring Project, with a contract amount of not less than One Million Five Hundred Thousand (USD 1,500,000), within the last ten (10) years from the date of issuance of the IFB.
Only one (1) contract meeting the above minimum amount shall be considered, and multiple contracts shall not be combined to satisfy this requirement.
***“Environmental or Scientific Measurement or Monitoring Project” shall refer to a project involving the supply and/or installation or integration of environmental monitoring or laboratory research equipment, establishment of monitoring stations or laboratories, or related measurement and monitoring works, as well as projects involving the development, implementation, or operation of systems for environmental data acquisition, analysis, forecasting, transmission, or management, where the contracting authority is a government entity, public or private research institution, higher education institution, or an organization performing environmental-related or scientific research functions (such as meteorological, climate, air quality monitoring agencies, or scientific laboratories).
Interested eligible Bidders may obtain further information from the Ministry of Environment and Climate Change of Mongolia, and inspect the bidding documents at the address below from 09:00 to 17:00 hours (Ulaanbaatar time) on working days, from 31 JULY 2026 to 15 SEPTEMBER 2026.
A complete set of bidding documents may be purchased by any interested Bidders on the submission of a written application to the address below (To: delgerzaya@mecc.gov.mn cc: erdenetsetseg@mecc.gov.mn ) and upon payment of a nonrefundable fee of One Thousand US Dollars (US $1,000). The method of payment may be made in cash or remitted to a bank account below. Once the application is received and the payment is confirmed, the Employers will send out the bidding document to the bidder’s e-mail address stated in the application within 2 days from receipt of the payment. Bidding documents will be available from the 31 JULY 2026.

Bids must be delivered to the address below at or before 10:00 hours (Ulaanbaatar time) on 15 SEPTEMBER 2026. All bids must be accompanied by a bid security of Two Hundred Twenty Thousand US Dollars (US$ 220,000). Late bids shall be rejected. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below at 11:00 hours (Ulaanbaatar time) 15 SEPTEMBER 2026.
The Ministry of Environment and Climate Change will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
Bidders (including each partners and representative in the case of a joint venture or association) shall submit the original signed form of the ""Declaration of Participation in Economic Development Cooperation Fund (EDCF) Financed Projects"", together with the certificate of corporate seal registration in Korean and the certificate of business registration in English, to the Bank (at the address specified in the Bid Data Sheet) by mail or in person, at or before the deadline for submission of bids. In addition, Bidders shall include a copy of the signed form in the Bid according to the ITB 11. Failure either to submit the original signed form to the Bank or to include a copy of the signed form in the Bid shall result in the Bid being declared non-responsive.
