INVITATION FOR REQUEST FOR EXPRESSION OF INTEREST

MON/3787/3788 SUSTAINABLE TOURISM DEVELOPMENT PROJECT

PROJECT BACKGROUND

1. The Government of Mongolia has received financing from the Asian Development Bank (ADB) in the form of loan towards the cost of the Sustainable Tourism Development Project to support the development of ecotourism (nature-based and heritage-based tourism) in two national parks, Khuvsgul Lake National Park (KLNP; Khuvsgul Aimag) and Onon-Balj National Park (OBNP; Khentii Aimag). The Executing Agency is the Ministry of Environment and Tourism (MET). A project Implementation Unit (PIU) has been established by MET and reports to the EA.

PROJECT IMPLEMENTATION UNIT WISHES TO RECRUIT FOLLOWING CONSULTANCY SERVICES:

CONSTRUCTION SUPERVISION OF KHUVSGUL SUBPROJECT

- FIRM (CONSULTING SERVICES PACKAGE 28)

OBJECTIVE

2. The objective of this terms of reference is to provide technical guideline and instruction to consulting firm so that they can fulfill the technical specifications in terms of architectural, structural, and functional aspects as well as carry out construction supervision on behalf of the Employer. The Consultant firm shall lead the construction supervision for Khuvsgul subproject through following three key components and deliverables:

(i) Construction supervision and Defect Liability Supervision.

(ii) Environmental monitoring and reporting of the construction work and post

construction site rehabilitation.

(iii) Preparation of Operation and Maintenance (O&M) manual, Business Plan for the KLNP and capacity building for users of facilities including the management team of KLNP, and local governor offices.

3. The overall objective of this consulting service is to assist the Employer and the PIU to carry out construction supervision for the following construction:

10	W1	Social safeguard monitoring: Social and gender action plan, consultation and participation plan, GRM	To supervise and report the implementation of the Social and Gender Action Plan (SGAP), and Grievance Redress Mechanism (GRM) during the construction phase as required.

Duration of the Assignment

4. The Consulting services will be expected to commence in July 2024 and be completed by December 2025. Duration of the Services will be total of 18 calendar months excluding Defects Liability Period of 12 months as a preliminary estimate and could be extended if necessary.

The Consulting firm is expected to complete their assignment when Civil Works is completed.

Team Composition, Estimated Inputs, and Qualification Requirements for Key Experts

5. The Consulting firm will have extensive experience for engineering infrastructure design, construction supervision and infrastructure project management for at least 5 years and will nominate personnel with appropriate in-depth skills and experience. It is anticipated that the Consultant’s team will be essentially as set out in this TOR.

6. The Consulting firm should have successfully completed at least three (3) contracts within the last 7 years.

7. It is estimated that total 98 person months of national consultants’ services, together with technical and administrative support will be required to complete the task stated in the TOR.

8. The consultant team will comprise (i) Team leader/Chief supervision engineer, (ii) Administration officer; (iii) Site Supervisor / Material engineer/ resident engineer, (iv) Planner, (v) QA/QC Electric engineer /Telecommunication /automation engineer/ resident engineer, (vi) QA/QC Water supply and Sewerage/Pumping engineer/ HVAC engineer/ resident engineer, (vii) Estimator/Cost Controller, and (viii) HSE Officer/ Environmental expert/ social gender.

The submission of a CV along with a proof of skills, qualifications and work experience is required for each key expert.

All documents should be submitted no later than 23:59 of April 02, 2024. Applications received through CMS system of ADB shall be considered for further evaluation.

Requirements and qualification details shall be found at above mentioned website. Detailed terms of reference shall be found as well. All of the proof documents must be submitted including:

· Company certificate;

· A copy of the completed at least three (3) contracts on construction supervision within the last seven (7) years;

· CVs of proposed experts along with proof of experience.
